Arsenal: What is the monetary value of optimism?

Arsenal are “optimistic” in their move for Kieran Tierney, which begs for a conversion scale to see how much money that optimism is worth.
Arsenal‘s transfer window hasn’t even started yet, and after finding my base of patience and urging everyone else to do the same, I still can’t get over that nothing has been done yet. And Kieran Tierney is just the latest player not to get done.
Apparently, the Gunners tried to low-ball Celtic by offering £15m for a player that has been almost unanimously valued at £20m. It’s the latest in a string of transfers where the Gunners have stalled out before getting a deal over the finish line.
Yannick Carrasco came in £5m shy, the Sampdoria double deal for Joachim Andersen and Dennis Praet crumpled about £6m shy. Hakim Ziyech is in the same range, crapping out around the £5-10m deficit range.
With Kieran Tierney though, the Gunners are “optimistic” that a deal will get done. Now, correct me if I’m wrong, but they were similarly optimistic that Yannick Carrasco could get done. Maybe they’re just waiting for Carrasco to completely shut himself out of Dalian Yifang.

The thing is, though, the Gunners are “optimistic” that they can complete this deal for Kieran Tierney. Which makes me wonder if that optimism is worth another £5m, because as of right now, the the optimism that they supposedly felt about Carrasco wasn’t worth another £5m. At least not yet. Maybe they’re shopping around first.
The consensus logic that keeps me hanging on is that the Adidas deal hasn’t been done yet. Once it does, you can figure that we’re going to start making some deals, but until that time, let’s see that optimism invested in the stock market so that it can build value over time and, maybe, by the time we’re ready to actually make some purchases, it will have compiled and we won’t have to fork out as much. Maybe that £15m can suddenly become £20m.
Really though, this transfer window is going to be difficult, we always knew it would be. It’s really going to have so much to do with sales. Needless to say, Kieran Tierney is a great place to start, as it allows us to plan for a back four with the rest of our moves.
We know the signings are coming. This is a hard time to have to wait for it, but what else can we do?
